In the context of the accelerated development of artificial intelligence technologies, this conference, which was held on 25.3.2025, focused on discussing key principles set out in two founding documents: the International Convention on the Regulation of Artificial Intelligence, adopted on September 5, 2024, and aimed at establishing global standards that balance human rights, the rule of law, and the encouragement of innovation; and the Israeli policy document, published on December 14, 2023, which proposes principles and ethics for developing regulation tailored to Israel’s national needs. These documents reflect the tension between the need to respond to global challenges and adjustments to the unique needs of each country.
The discussions at the conference addressed ways to combine these approaches, ensure ethical implementation of the technology, and create frameworks for international collaborations that will promote uniform and effective regulation. The session examined questions such as: How can regulation be designed that balances encouraging technological innovation with safeguarding public and ethical interests? What oversight and enforcement mechanisms can ensure the responsible use of AI technologies while providing flexibility to the industry? How can the gap between industry needs and public law principles be bridged in regulatory policy? What is the role of regulation in shaping interstate collaborations and global standards in the AI industry?
